Multiannual National Strategy Plan on Aquaculture of Hungary (2014-2023)

The main goals of the Multiannual National Strategy Plan on Aquaculture of Hungary (NAS) are to ensure and support the sustainable development of the Hungarian fisheries and aquaculture sector and increase fish production and consumption, while contributing to the fulfilment of the objectives of the EU Common Fisheries Policy. It contributes to the attainment of the most important strategic objectives of the sector, such as: the development of an innovative, competitive and sustainable aquaculture and fish processing sector, increasing fish consumption, the development of a sustainable and resource efficient natural water fisheries, reaching the good quality of surface waters, the protection and restoration of aquatic ecosystems. The measures of NAS are built around four Union Priorities, as defined by the Regulation 508/2014/EU: (1) promoting environmentally sustainable, resource–efficient, innovative, competitive and knowledge–based fisheries; (2) fostering environmentally sustainable, resource-efficient, innovative, competitive and knowledge-based aquaculture; (3) fostering the implementation of the Common Fisheries Policy; and (4) fostering marketing and processing, thus ultimately contributing to the EU strategic objectives of promoting competitive, environmentally sustainable, economically viable and socially responsible fisheries and aquaculture and fostering the implementation of the CFP, also defined by the same regulation.

The Multiannual National Strategic Plan on Aquaculture of Hungary sets the development objectives of the Hungarian aquaculture sector for the 2014-2023 period. As an accompanying document of the Hungarian Fisheries Operational Programme 2014-2020, it mostly contributed to the attainment of the objectives of the EU Common Fisheries Policy, as well as the Regulation (EU) No 508/2014 of the European Parliament and of the Council of 15 May 2014 on the European Maritime and Fisheries Fund (EMFF Regulation), but it also reflects the priorities and objectives of the Europe 2020 strategy.

The strategy’s interventions are organized along four Union priorities set out by the EMFF regulation:

(a) Promoting environmentally sustainable, resource–efficient, innovative, competitive and knowledge–based fisheries;

(b) Fostering environmentally sustainable, resource-efficient, innovative, competitive and knowledge-based aquaculture;

(c) Fostering the implementation of the Common Fisheries Policy; and

(d) Fostering marketing and processing.

The principal objectives of the strategy – in line with the 2013 Strategic guidelines for the sustainable development of EU aquaculture – include the simplification of administrative procedures and increasing the competitiveness of aquaculture production. The main strategic objectives include the development of an innovative, competitive and sustainable aquaculture and fish processing sector, the increasing of fish consumption and the development sustainable and resource-efficient fisheries in natural waters, but it should also contribute to employment and regional cohesion in the least developed rural areas where fish ponds are generally located.

The supported measures include the restoration of natural habitats, productive and environmental investments in aquaculture, establishment of new aquaculture farms, development of aquaculture innovation, improvement of environmental services provided by aquaculture farms, development of fish processing and marketing (including the establishment of producer associations and interbranch organisations) as well as improvement of fisheries control and data collection.

The implementation of the strategy is funded through the Hungarian Fisheries Operational Programme 2014-2020.
