The Global Alliance for Buildings and Construction (GABC)

The Global Alliance for Buildings and Construction is a voluntary partnership of national and local governments, inter-governmental organisations, businesses, associations, networks and think thanks committed to a common vision: “A zero-emission, efficient and resilient buildings and construction sector”. We function as an umbrella platform – a network of sorts – that brings together initiatives and actors focusing on the buildings and construction sector. UN Environment hosts the Secretariat.
The GABC works in parallel to address key challenges to transforming the buildings and construction sector so the sector can harness its mitigation and adaptation potential and materialize important other benefits, including health and adequacy of housing. The GABC promotes and works towards a zero-emission, efficient and resilient buildings and construction sector. Speed up and support the scale up of climate action by GABC members, individually and collectively, to materialise the sector’s mitigation potential and other important benefits, including health and adequacy of housing. As a platform or umbrella for other initiatives and actors, we present a shared vision and voice, and work together through jointly agreed and self-organised work areas to address key barriers: lack of awareness, political will, and capacity in institutions. Our members are engaged in areas along the entire building and construction value chain, which gives the GABC a particular strength. We keep the building and construction sector under review and track its progress in reducing greenhouse gas emissions, improving energy efficiency, and strengthening resilience. Our principal strategies are: • Advocating the buildings and construction sector’s potential and impact in climate mitigation and adaption, in particular at high level events such as the Climate Conference of the Parties. • Setting a joint framework to put the buildings and construction sector on a well-below 2°C degree path through developing a common vision and goals along with a timeline to reach goals (Global Roadmap); • Catalysing action, particularly supporting and accelerating Nationally Determined Contribution implementation, including developing and promoting targeted knowledge products that fill a gap; • Leveraging finance at scale through outreach, advocacy and awareness raising to potential financial partners, and through partners individually and/or collectively mobilizing funds in particular through international financing mechanisms; • Tracking progress in the buildings and construction sector by issuing an annual GABC Global Status Report that draws heavily on information provided by members of the Alliance. Our present five work areas are: 1. Education and Awareness 2. Public Policies 3. Market Transformation 4. Finance 5. Measurement, Data and Accountability The GABC aims to set the buildings and construction sector on a well-below 2 degree path aligned with the Paris Agreement. It keeps the buildings and construction sector under review with its annual Global Status Report, offers guidance to countries through its Global Roadmap and facilitates knowledge exchange and peer review through Regional Roundtables.
