Study on the Republic of Korea Green public procurement experience

KEITI and UN Environment have agreed to collaborate in the development of a comprehensive study on Green Public Procurement in the Republic of Korea. The study will present and detail the economic and environmental benefits associated associated with GPP in Korea. It will also compare the measurement methodologies used by Korea and by other SPP leaders worldwide to assess economic and environmental benefits.

It will also compare the measurement methodologies used by Korea and by other SPP leaders worldwide to assess economic and environmental benefits. The Korea GPP study will complement and build on the 10YFP SPP and ASEAN 3 GPPEL studies presented above. It will help inspire and guide other countries on SPP implementation. It will also support the efforts of UN Environment towards the development of a methodology for SDG indicator 12.7.1 by bringing more clarity on the types of sub-indicators that could be used in the 12.7 metrics. April-August 2018: development of the first part of the GPP Study which presents the Korean GPP experience with focus on the measurement of economic multipliers and environmental impacts of GPP. Possible future improvements of the methodology based on UN Environment inputs will also be included. iv. October2018: The first part of the study was presented at the OECD meeting of leading public procurement practitioners v. November - December 2018: UN Environment will finalize the GPP Study by the end of 2018 with the support of expert consultants. The final version will feature sections covering respectively an international overview of economic benefits and environmental impacts of sustainable public procurement and of the metrics associated to these benefits and impacts. Specific case studies pertaining to the most advanced countries will be included in the publication along with recommendations for the harmonization of the measurement methodologies. vi. First half of 2019: The finalized GPP study will be officially released on the sidelines of an international conference (e.g. 10YFP meeting, High Level Political Forum, United Nations Environmental Assembly, Conference of Parties 24, etc.). The results of the study will be presented by UN Environment, KEITI and other experts. Expected impacts - better knowledge of the Korea GPP impacts measurement process - benchmarking of leading national SPP impacts' measurement systems - recommendations for the improvement of Korea's impacts' measurement system - development a measurement methodology based on the Computable General Equilibrium model UN Environment aims at creating a community pf practice on SPP impacts measurement systems.
