Advance SCP : Advancing and Measuring Sustainable Consumption and Production (SCP) for a Low-Carbon Economy in Middle-Income and Newly Industrialized Countries

The Advance SCP project supports the development and implementation of sustainability information systems (SIS) in countries across three regions of the world: South-East Asia, Africa & Latin America; adapting itself to the varying circumstances of the pilot countries and their needs in terms of SCP. The SIS will form the basis for making informed consumption decisions and lead to lower greenhouse gas emissions and improved resource efficiency along the value chains. 
Sustainable Consumption and Production (SCP) patterns constitute an essential building block of a low-carbon economy. Access to credible, reliable and ‘user-friendly’ sustainability information is one of the essential conditions for the shift towards SCP. Supporting enhanced access, communication and use of information related to the environmental, social, and economic impacts of goods and services is the basis for informed consumer decisions, which result in decreased greenhouse gas (GHG) emissions and improved resource efficiency all along the value chain. The Advance SCP project is funded by the International Climate Initiative (IKI) of the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) and will support the development and implementation of sustainability information systems, adapting its activities to the varying circumstances in eight emerging economies spread across three regions of the world (South-East Asia, Africa and Latin America). In these countries, Sustainability Information Systems will form the basis for making informed consumption decisions and lead to lower greenhouse gas emissions and improved resource efficiency along the value chains. Specific activities will focus on institutional strengthening, the design of integrated policy frameworks, technical capacity development, implementation of Sustainability Information Systems and knowledge transfer. One of the objectives of the project is also to identify and develop proposals for Nationally Appropriate Mitigation Actions (NAMAs) in relation to SCP and sustainability information. The project will further support the creation of a market for climate-friendly products which will lead to less pollution of the environment. Regional and global trade and investments are promoted through the harmonization of ecolabels. Through the mediation of knowledge dissemination, access to training and further education, countries are enabled to generate new jobs and eco-friendly products to increase their competitiveness. Public authorities gain lower life-cycle-costs of purchased services and products. The project contributes to the 10-Year Framework of Programmes on Sustainable Consumption and Production (10YFP), more specifically to the 10YFP Consumer Information Programme for Sustainable Consumption and Production (CI-SCP). The activities focus on strengthening institutions, technical training courses, knowledge transfer and drafting integrated policy solutions. In this regard, the project will identify options for nationally appropriate mitigation actions (NAMAs), and get these off the ground. Regional level (South East Asia): - Development of climate friendly criteria for 20 products and services among 4 countries. - Signing of MRAs between Thailand (Thai Green Label) and Germany (Blue Angel), and Malaysia (SIRIM) and Germany (Blue Angel). - Signing of Agreement on Common Criteria on Printer between Thailand (Thai Green Label) and Japan (Eco Mark). - Development of NAMA Proposals in two countries - Development of Concept Notes for Incentives Implementation in 4 countries - Knowledge sharing on the measurement of GHG Emission and GPP monitoring from Thailand to Indonesia and Malaysia to Philippines. Indonesia: - Promotion for Green Public Procurement (GPP) and Development of criteria for climate-friendly products. - Strengthening of the Green Public Procurement National Action Plan and encouraging governmental units in implementing GPP. - Development of the incentive Concept Note on Financial Incentive for Encouraging utilization of solar energy. Malaysia: - Strengthen of the Government Green Procurement (GGP) implementation and promoting ecolabelling scheme among government ministries and industries. - Development of NAMA proposal from the potential lists on Energy Efficiency Buildings and Government Green Procurement. - Establishment of five new criteria documents of green products. - Knowledge sharing of SCP implementation through GGP in Malaysia and Eco-Labelling of green products of Malaysia, and best practices via German TV (Deutsche Welle) channel. - Development of the incentive Concept Note on myRelamp – Conventional Bulb Replacement Program. Philippines: - Fostering awareness among consumers and capacity building for industries and businesses on eco-friendly products and eco-labels. - Development and strengthen eco-labelling and expansion green public procurement. - Development of NAMA proposal from the potential lists on Selected Household and Office Appliances and Green Public Procurement. - Expanding Green Public Procurement by developing climate-relevant criteria for ecolabel and Green Public Procurement. - Development of the incentive Concept Note on Green Homes Design (GHD). Thailand: - Strengthen of the Green Public Procurement National Action Plan and encourage governmental units in implementing GPP. - Development of GPP Database and Website for governors, manufacturers, and end-users. - Strengthen the awareness-raising for green products and eco-labels. - Development of the incentive Concept Note on Promotion of climate-friendly air-conditioners in the Thai market. Chile: - Development of a Sustainable Public Procurement National Action Plan and NAMA proposal for Sustainable Public Procurement - Development of a National Ecolabelling Framework - Development of a database on ecolabels available in the local market and evaluation of producers (to support 10YFP Trust Fund project ‘Product Sustainability App’) Ethiopia: - Support the access to environmental certifications for the forest coffee sector. - Update an existing NAMA proposal for Afforestation, Reforestation and Agroforestry. - Education on sustainable livelihoods and consumption for young consumers. Includes the adaptation of the YouthXChange - Africa training kit to the local context, working with school environment clubs. Morocco: - Development of an environmental label for the tourism sector - Nationally Apropriate Mitigation Action (NAMA) for the tourism sector *Additional activities co-funded by the Ministry of Tourism: - Development of an environmental label for restaurants and sustainable transport activities in the tourism sector - Development of Guidelines on “Tourism and Climate Change” Peru: - Development of Life Cycle Inventory data for refineries, hydroelectric power plants and landfills and a National Economic Input-Output Life Cycle Assessment (EIO-LCA) database - Application of Life Cycle Assessment (LCA) methodology and development of environmental profiles and sustainability criteria for 3 products prioritized for Sustainable Public Procurement - Update/strengthening of existing NAMA for the Energy and/or Waste sector. - Web with the data base and the input and output matrix (calculadora): Brazil - to be developed Ecuador - to be developed Paraguay - to be developed Project results: - Thailand: Label Promotion Tool is being implemented (which replaced the annulled “Split AC” pilot). The Thai side is embarking in a Lab-of-Tomorrow process to reduce single-use plastic by creating Thai-German business models through an innovation process. GIZ’s Export Initiative plans to support this process. - Malaysia: The project MyRelamp, which aims to implement eco-labelled streetlights in 4 cities using performance contracting is in the implementation phase. - Philippines: Project on making the GPP system functioning by piloting GPP with three Common Use Product (CUP), including CUP criteria making/updating, procurement, monitoring and knowledge management. A second concept note was developed and approved for capacity development of the CLIMA project. CLIMA provides private sector incentives for green product procurement. - Indonesia: GPP regulation has been ratified, which is a major milestone for the country. A pilot project on GPP system development using paper and furniture with industry consultation. - Morocco" selected NAMA was finalized (towards a zero carbon hotel sector - energy efficiency & renewables) and trainings of national stakeholders on the NAMA was delivered. The project closing workshop was held in April 2019. - Ethiopia: the final draft of the ‘Manual For School Environmental Club’ has now incorporated the inputs from the workshop. The Draft Baseline Report on GHG emissions and Development of an MRV System for agro-forestry coffee as part of the Implementation of a NAMA on Afforestation, Reforestation and Agroforestry will be finalized soon when Baseline data from field is collected. - Chile: SPP National Plan was launched in January 2019 together with a National SPP policy and a Guide for the implementation of sustainability criteria (based on the support provided by the Project). SPP is now part of this initiative launched by the president that recognizes sustainability efforts of public institutions. Mi Codigo Verde has been implemented and an MRV system for Huella Chile is being developed. - Peru: Amongst the main results, more than 50 professionals from government, private sector and academia trained on LCA methodology, and 3 LCA sectorial studies were developed (hydropower plant, sanitary landfills and refinery products). Launch of National LCA Database on May 23rd. 4 scientific papers published in international journals based on the results of the project and activities have been promoted in the Peru IKI Newsletter.
