Rwanda Green Building Minimum Compliance System

The Third National Communication Report on Climate Change by the Rwanda Ministry of Environment estimates that the CO2 emissions from buildings will increase approximately 574% by 2050 from 2012 baseline levels in the business as usual scenario, increasing from 2.2 million-ton CO2eq. in 2012 to 6.1 million-ton CO2eq in 2050. Commercial and public buildings are expected to account for 72% of total GHG emissions from buildings in 2050. A key objective of this activity is to reduce the environmental impact from buildings to support sustainable and resilient development of the country. The Green Building Minimum Compliance is a point-based system consisting of 29 indicators that are applicable to the Rwandan context with little or no incremental cost and offers substantial benefits to building owners, occupants and the environment.
As the compliance system covers both operational and embodied energy of buildings, there is substantial potential in reducing energy consumption from buildings as a sector. In addition, there system also covers aspects such as water and material efficiency, hence also contributing to reduced water and material demands and reduced waste generation from buildings.
