Prescribing the Guidelines of the Philippine Energy Labeling Program (PELP) for Compliance of Importers, Manufacturers, Distributors and Dealers of Electrical Appliances and Other Energy-Consuming Products (ECP)

The Department Circular provides the framework for the establishment of a national labeling system for energy consuming products (ECPs) based on energy performance. This aims to enhance the country's energy security by promoting a healthy and competitive market for energy efficient products and eliminating the local entry and sale of inefficient products. Further, the PELP will help facilitate market transformation towards more energy efficient products by informing the consumers of the energy efficiency ratings of energy consuming products, through the affixed energy labels at the point of sale.

One of the strategies of the Government in attaining self-sufficiency and reduction of adverse environmental impacts is the efficient utilization of energy. Shifting to the use of energy efficient products (i.e., lighting, appliances, equipment) can support Sustainable Consumption and Production by effectively reducing overall energy consumption with the daily use of energy consuming products in fulfilling specific purposes. In an ideal situation where energy demand is expected to continuously grow along with the level of progress within a country, the utilization of energy efficient products can help mitigate the rise in energy demand, which could significantly contribute to the goal of sustainability. Aside from the promotion of efficient energy utilization, the implementation of energy labeling in products will help improve the energy performance of products, generate energy savings for consumers, and reduce harmful greenhouse gas emission.
