The goal of preparation of the National Action Plan for sustainable consumption and production, which is included in Türkiye's European Green Deal Action Plan

On 11 December 2019, the European Green Deal, announced as the new growth strategy of the European Union, and the EU's plans for the transition to a competitive, resource efficient and circular economy were announced. Policies have been determined in areas such as industry, energy and R&D in order to achieve the goal of "a carbon neutral economy by 2050". The radical transformation process to be brought by the Constitutional Court in our country is closely followed in terms of both EU accession and trade and economic relations with the union. In this context, we aim to carry out studies for the realization of the actions for which our Ministry is responsible in the action plan prepared under the leadership of the Ministry of Commerce and published as the Presidential Circular on the Green Deal Action Plan on July 16, 2021.

The zero pollution action plan published by the EU within the scope of the European Green Deal (EGD) is carefully followed, and as emphasized in the action plan, as Republic of Türkiye Ministry of Environment Urbanization and Climate Change (MoEUCC) attaches importance to the implementation of the Industrial Emissions Directive and the establishment and operation of industrial facilities in accordance with the best available techniques. With the latest studies carried out by MoEUCC, it has been revealed that there are more than 6 thousand facilities within the scope of Integrated Pollution Prevention and Control of the Industrial Emissions Directive. The European Commission carries out studies to review the rules on industrial emissions after the Constitutional Court in the sectors other than these six main sectors under the energy, metal, chemistry, mineral, waste and other sectors. With this revision work, the definition of new technologies and techniques will play a key role in the implementation of the EGD. It is accepted that with the introduction of new technology and production processes in the industry, it will reduce both pollutant and greenhouse gas emissions.

We are currently working on harmonization of the Industrial Emissions Directive Integrated Pollution Prevention and Control legislation under the industrial pollution and risk management sector, which is one of the EU closing criteria, by MoEUCC. In this context, we closely follow the revision studies carried out within the scope of the EGD requirements of the Industrial Emissions Directive. In the Green Deal  Action Plan announced by our MoEUCC with the Presidential Circular, we have developed actions for "integrated pollution prevention and control studies within the scope of sustainable consumption and production" under the title of "a green and circular economy". We aim to complete these actions by the third quarter of 2023.
