Amendment of the Waste Framework Directive - new obligations on gpp

Create a shift towards gpp practices that support a circular economy.
The Circular Economy Act (KrWG) was amended in the course of implementing the updated Waste Framework Directive. The federal institutions and bodies named in the new KrWG are obliged to give preference in procurement to products that are resource-conserving, energy-saving, low-waste, repairable, low-pollutant or recyclable. Previously, federal agencies were required under Section 45 of the KrWG to consider, in particular, whether and to what extent products can be used that are characterized by durability, ease of repair, and reusability or recyclability, that produce less waste or less pollutant waste compared to other products, or that have been produced from waste by preparation for reuse or by recycling.
 
With the new regulation of § 45 KrWG federal procurement agencies now have a basic obligation to give preference to environmentally friendly products that: - have been manufactured using production processes that conserve raw materials, save energy, conserve water, are low in pollutants or low in waste, - have been manufactured in a way to prepare them for reuse or for recycling, in partic-ular using recycled materials, or renewable ressources, - are characterized by their durability, repairability, reusability and recyclability, or - result in less waste or low-pollutant waste compared to other products or are more suitable for environmentally friendly waste management.
