Advancing and Measuring Sustainable Consumption and Production (SCP) for a Low-Carbon Economy in Middle-Income and Newly Industrialized Countries (Advance SCP) (in South-East-Asia)
Sustainable Consumption and Production (SCP) patterns constitute an essential building block of a low-carbon economy. The project helped establishing the principles of SCP in the partner countries Indonesia, Malaysia, Philippines, Thailand. Activities focused on institutional strengthening, technical capacity development, knowledge transfer and the design of integrated policy frameworks. The project provided capacity building and training to ministries, public and private sector organizations, supports drafting standards, policies and regulations for SCP, with a focus on Ecolabeling scheme and Green Public Procurement, and assists as well in identifying opportunities to develop SCP related Nationally Appropriate Mitigation Actions (NAMAs).
The non-existence of recognised labels and standards has been identified as a key barrier to enabling consumers and public ad-ministration to make informed decisions when choosing one product or service over another in many countries. Reasons are often the lack of SCP and GPP supporting policies, adequate legal framework and requirements, public awareness, and availability of eco-labelling systems with defined criteria. Here is a list of supported activities in the four partner countries, which should be reported by the partner countries. Indonesia: - Sustainable Public Procurement (SPP) Guidance Document - Implementation of SPP training module - Development of SPP criteria for paper and furniture - GPP/SPP Long-Term Action Plan Thailand: - Comprehensive Analysis of the Green Public Procurement (GPP) System in Thailand - Revision of product criteria of the Thai Green Label for the product groups fridge, air conditioning, water cooling, display cabinets Malaysia: - myRelamp – Replacement of LED lighting and financing solutions at local authorities (Energy Performance Contracting) - GGP guidelines for construction works and preparation of training materials - Integration of Circular economy concepts in the 12th Five-Year Plan: suggestion of policy instruments for waste prevention, waste management and reuse/multiple-use solutions Philippines: - GPP training module - Policy framework and institutional set-up for GPP steering and technical committee - GPP roadmap
