Municipalities Promoting and Shaping Sustainable Value Creation (MUPASS) - Public Procurement as a Tool for Fair and Sustainable Production

  • Published on January 13, 2020
The project strives to fill existing research gaps in the field of social responsible public procurement, e.g. regarding effective governance conditions and effects of SRPP on global value chains. It supports knowledge diffusion and exchange of experiences by experts and practitioners through regular Dialoge Fora. MUPASS is conducted together with the Services Agency Municipalities in One World of Engagement Global financed by the German Ministry for Economic Cooperation and Development (BMZ).
MUPASS represents an international research and dialogue project, implemented by the German Development Institute / Deutsches Institut für Entwicklungspolitik (DIE) in close collaboration with the Service Agency Communities in One World (SKEW) and the Federal Ministry for Economic Co-Operation and Development (BMZ). Psubnational public authorities across the globe have approved a local sustainability agenda and are implementing related activities. MUPASS aspires to respond to the challenges for SPP and has three interlinked elements: Element 1: The project’s first cornerstone will explore the framework conditions for a successful implementation of SPP in both the Global North and the South. MUPASS will analyze SPP practices under different socio-economic and governance frameworks in Europe, Latin America and sub-Sahara Africa. Element 2: MUPASS will assess the effects of SPP on workers, smallholders and small and medium enterprises (SMEs) in selected supply chains, particularly in countries of the Global South. Knowledge about these effects is crucial to assess, how the assumed potential of PP for a sustainability transformation can effectively be harnessed by smart tendering of goods, services and works. Element 3: The project will organize scientifically supported platforms of city governments and administrations, which will allow mutual learning among stakeholders from the Global South and North about good practices in SPP. Giving access to the vast experience available in different parts of the world can help shorten processes of institutional reforms and policy design and also feed the accompanying research. The Dialogue Fora will connect actors from Germany, the rest of Europe, Latin America, and Sub-Sahara Africa. The results of tghe fora will feed back into the research. In addition, MUPASS will analyse, whether and how continued mutual learning processes among city governments and administrations may lead to an acceleration of institutional and political reforms in favor of SPP. The MUPASS project resulted in a number of publications related to the project elements. Some are still in the process of publication. The following publications are also available on the projects website: Stoffel, Tim / Carol Cravero / Annamaria La Chimia / Geo Quinot (2019) Multidimensionality of Sustainable Public Procurement (SPP): exploring concepts and effects in sub-Saharan Africa and Europe, in: Sustainability 11 (22) (Online) Stoffel, Tim / Maximilian Müngersdorff (2019) Paradigm shifts in public procurement, Bonn: German Development Institute / Deutsches Institut für Entwicklungspolitik (DIE), (The Current Column of 23 September 2019) Stoffel, Tim / Maximilian Müngersdorff (2018) Helping to improve labour standards through sustainable public procurement, Bonn: German Development Institute / Deutsches Institut für Entwicklungspolitik (DIE), The Current Column of 23 April 2018 Müngersdorff, Maximilian (2019) Projektpublikationen: „Nachhaltige öffentliche Beschaffung in NRW“ Furthermore, a network of muncipalities form Germany, Europe, Latin America and Sub-Saharan Africa has been established. The sharing of good practices and the research results of the projects already led to an increase in the implementation of sustainable public procurement governance and practices in some of the municipalities of the network.
