This document, developed under the EU-funded "Stimulating the demand and supply of sustainable products through Sustainable Public Procurement and Ecolabelling" (SPPEL) project implemented by UN Environment, aims at identifying potential opportunities or barriers to the inclusion of sustainability aspects in the national public procurement framework in Viet Nam, from a legal or regulatory point of view. It is based on a desk review including an in-depth analysis of a number of documents, in particular: - International treaties and agreements ratified by Vietnam which may relate to SPP; - the Law on procurement, which is the main regulatory instrument for public procurement; - Existing regulations establishing environmental and social standards which can contribute to, influence, or be used in SPP; - Laws pertaining to environmental, social and economic sustainability, as well as laws related to construction and taxation; - Other related ministerial decrees and decisions. This report also examines the potential adoption by the government of sustainability criteria and standards for assessing products, in the framework of the Green Label program and Energy Label program.

2017 Global Review of Sustainable Public Procurement

This report examines the state of sustainable public procurement (SPP) policies and practices undertaken by national governments worldwide in the last five years. It is published in the framework of the 10YFP Sustainable Public Procurement Programme, which committed to conducting a regular review of the state of SPP implementation as part of its work plan. Building on the findings of the first edition of the Global Review published in 2013 and on research conducted between 2015 and 2016 among 41 national governments and more than 200 SPP stakeholders, the report aims to track the global progress of SPP and to deepen the collective understanding of the current barriers, needs, opportunities and innovations in SPP. The release of this publication was made possible thanks to a grant allocated by the Korea Environmental Industry and Technology Institute and the European Union. This research is complemented by the supplement titled “Factsheets on Sustainable Public Procurement in National Governments”, which includes forty country factsheets detailing the SPP policy frameworks, priorities and implementation activities in place in each country. The supplement will be released shortly and be made available in the Knowledge Hub.

This is a compendium featuring six successful examples of green public procurement implementation in four different Asia-Pacific countries, namely Thailand, Japan, China and Korea. Each case study can be read independently and focuses on identifying the challenges faced in the implementation process, as well as the key factors that determined the success of the green procurement activities. The compendium was prepared by the Green Purchasing Network Malaysia in the framework of the Asia-Pacific GPPEL project (“Strengthening the capacities and improving the knowledge on green public procurement and ecolabelling in the Asia Pacific region”) run by UN Environment and supported by the Chinese Ministry of Environmental Protection and the Korean Environmental Industry and Technology Institute. The case studies were written with the contribution of green public procurement practitioners from the four countries involved, with the goal of showcasing successful examples of green purchasing in the public sector and inspiring policy makers to improve their green procurement practices.
