Strategies for a nearly Zero-Energy Building (nZEB) market transition in the EU

Despite clear obligations in the Energy Performance of Buildings Directive (EPBD), which requires all new buildings to meet nZEB standards by 2021, the transition has been sluggish so far. The EU-funded project ZEBRA2020 monitored the market uptake of nZEBs across Europe in the past three years and provided guidance on how to achieve a smooth nZEB transition. Insights and recommendations at EU and Member State levels are compiled in this comprehensive final report. One of the key messages is that we need measures more pronounced and ambitious than today to reach the long-term EU climate and energy targets. This report will inspire policy-makers, industry, the research community and citizens by providing proven ideas of how to increase the market uptake of nZEBs.
