Local climate change plan for the province of Lima 2021-2030

The PLCC-Lima seeks to detail how the city will manage the risks associated with climate change, having the most vulnerable populations as its central axis, under an inclusion and equity approach, in order to build a prosperous, inclusive and resilient city.

Ordinance 2353-2021, which declares the development of actios against climate change of metropolitan interest and approves the Local Plan for Climate Change of the province of Lima 2021-2030 (PLCC-Lima), was approved by the Metropolitan Council on Friday 4 June 2021.

The Metropolitan Municipality of Lima, through this document, delivers to the citizens, the Local Plan for Climate Change of the Province of Lima 2021-2030 (PLCC), in compliance with the institutional framework established for local governments in the Framework Law on Climate Change (LMCC), which confers powers to develop, approve, monitor and update local climate change plans.

Since our country ratified the Paris Agreement, important advances have been made to deal with climate change, such as the enactment of the LMCC and its regulations, and the decisive role of cities in reducing climate change has been placed on the world agenda. of greenhouse gas (GHG) emissions. The purpose of the PLCC is to describe how the city will adapt to climate threats and reduce its GHG emissions, having the most vulnerable populations as its central axis under an inclusion and equity approach.

It has been prepared by the Metropolitan Municipality of Lima, with the support of the C40 Cities Climate Leadership Group through the Climate Planning Technical Assistance Program executed between 2019 and 2020. The scope of the plan includes, at a geographical level, the 43 districts of Metropolitan Lima, including its natural areas and its rural areas, which will allow for a comprehensive climate management of the city, with transversal axes in vital sectors. The time scope includes the time period 2021-2030 with a vision to 2050. For its design, the current state of the city has been identified and projections of climate change scenarios have been prepared for 2030, and two projections of GHG emissions for two additional time periods, 2040 and 2050. For its formulation, an exchange of knowledge was carried out with experts from public entities and a participatory process with key social actors in the city such as children, youth, district municipalities, social organizations and The academy; which enriched the process of defining objectives and actions.

The authorities and relevant social actors have been identified who must commit to achieve the mitigation goals and the city's resilience objectives, in a sustainable manner. The Metropolitan Municipality of Lima expresses its appreciation to all the people and institutions that contributed to this process. Its main objective is to generate a transformational change in the city for all the citizens of Lima, with an instrument that provides a new opportunity to transform it into a sustainable, livable, inclusive, equitable and prosperous city in the face of current and future climate change impacts. .
