Implementation of decentralised food procurement programmes and the impact of the policy, institutional and legal enabling environment: the case of PRONAE and PAA Africa in Mozambique
This paper is part of FAO and WFP joint "Purchase from Africans for Africa - PAA Africa" project. It aims to assess the impact of existing policy, institutional and regulatory frameworks on the implementation of decentralised public food procurement programmes in Mozambique. It also looks at how the key challenges and barriers. It also looks at how the key challenges and barriers to the access of smallholder farmers to these programmes relates to these frameworks.
