Trinidad and Tobago-HCFC Phase Out Management (HPMP) Plan-Stage I

The National Ozone Unit of Trinidad and Tobago (NOUTT) has oversight for implementation of a grant funded programme under the Montreal Protocol to phase out of the ozone depleting substance (ODS) hydrochlorofluorocarbons (HCFCs) (the HPMP) by 2030. Stage I of the HPMP covers strategies and activities to achieve a 35% reduction in HCFCs consumed locally by 2020. This thereby, would decouple economic growth from environmental degradation, mainly in the refrigeration and air conditioning sectors.
The aim of Stage I of the HPMP is to achieve a 35% reduction in HCFCs consumed locally by 2020. This is to be achieved through the provision of technical support to the air conditioning and refrigeration industry, equipment assembly, policy and legislative reform, training, public awareness, establishment of licensing and certification systems and conversions in the foam sector to non-ODS alternatives. Stage I has been coordinated by the NOUTT of the Ministry of Planning and Development. To date the NOUTT has: -Implemented a freeze and a quota system on the importation of an ODS chlorofluorocarbons (CFCs) from July 1, 1999 -Implemented a freeze and a quota system on the importation of HCFCs from January 1, 2013 -Banned all assembled units using HCFC as at January 1 2015. -Undertaken institutional strengthening of stakeholder capacities to manage the phase out process of ODS, ODS containing substance and ODS equipment. -Trained over 500 Air-conditioning and Refrigeration Technicians in Good Refrigeration Practices in the Air Conditioning and Refrigeration industry . -Trained Customs Officers in the Monitoring and Controlling of ODS and Substance containing ODS. -Engaged the financial sector to educate new home owners on sensible choices in technology that are ozone friendly. -Implemented a HCFC Phase out Management Plan (HPMP) for the accelerated phase out of HCFC in Trinidad and Tobago -Implemented a series of Public Awareness Programmes to inform the public about the country’s commitment to the phase-out process as well as the need for everyone to participate in the process. -Converted a local chlorofluorocarbons (CFC) Aerosol Filling Facility to a non-CFC facility. -Phased out the use of halons as a fire-fighting substance -Phased out CFC as at January 1 2008 -Developed national standards for refrigerant and equipment using refrigerant. Trinidad and Tobago began the implementation of the HCFC Phase-out Management Plan (HPMP) in January 2013. As of 2020, Trinidad and Tobago has far exceeded the 35% reduction target by 2020 set out in Stage I of the HPMP and well ahead in meeting the further target for the 2025 reduction in the future HPMP Stage II.
