Tracking SP implementation in the UN system

This project has been conceptualized with the aim to streamline SP reporting, by creating a common framework among UN agencies on how to benchmark and measure SP implementation based on quantifiable indicators. In order to do so, the idea is to develop a set of commonly acceptable basic parameters/criteria (5 to 10 in total) that can qualify a tender as sustainable. While noting, that agencies responsible for the 98% of the UN's annual procurement use the UNGM to post tender notices (and to some extend contract awards), this provides the UN with the unique opportunity to measure SP implementation. UN procurers can then use these parameters/criteria as indicators for listing the tenders they publish on UNGM as "sustainable".
The project aims to establish an approach to systematically monitor, measure and report on sustainable tenders/contracts within the UN system. It is structured on the following implementation phases: Phase 1: Development of SP tracking indicators framework and pilot testing Phase 2: Establishing a methodology of defining the minimum indicators for classifying a tender as sustainable Phase 3: Automatization and integration of SP indicators framework within UNGM and e-tender systems of individual UN agencies Phase I was launched in November 2017 - following approval at the HLCM PN meeting in Montreal – and has was concluded in September 2018. Additionally, to date, eight volunteering agencies tested the framework in a pilot on a total of 158 real tenders to assess for completeness and applicability of the selected indicators. The pilot testing data were reviewed and analysed and currently the SP working group is working on developing the methodology of minimum indicators upon which the classification of a tender as sustainable will be based. In parallel, the group is working on preparation for the last phase of the project referring to the integration of the SP tracking framework within the UNGM and e-tendering systems of UN agencies. This will provide an automated process for monitoring and reporting on SP implementation within the UN system. Specifically, in cooperation with the UNGM team, a technical proposal is being prepared that will elaborate on the development work required for implementing such integration within the online platform of UNGM. In parallel, efforts are given in order to communicate the proposed framework with additional organizations of the UN system and inviting for its further testing prior to that being formally submitted for approval to the HLCM PN meeting in Spring 2019.
