The Sustainable Public Procurement Concept
The concept of Sustainability introduced into the Public Procurement System to
drive Sustainability Principles using the already established Monitoring & Evaluation Process by the PPA. An objective is to implement self-assessment Monitoring & Evaluation Tool to monitor the SPP at entity level. It is also to contribute to the international initiative to promote the SCP. The project is implemented up to the training level and it is halted due to shortages of funds provided by the Swiss Govt.
The objectives of the Ghana's SPP projects includes the following:-
1.Introduce the Principles of Sustainability across the Procurement Cycle
2.Build capacity of Procurement Practitioners to address Sustainable Public Procurement
3.Provide the Procurement Practitioners with revised Standard Tender Documents (STDs) and practical tools.
4.Deploy the Self-Assessment Tool using the Public Procurement Monitoring and Evaluation (PPME) model at PE Level.
5.Enable Procurement Entities (PE) across the Country to conduct their own self-assessment and to report on their performances.
The SPP project is geared towards the following mode to ensure Sustainable Consumption and Production:-
1.Achieve value for money and sustain economic development.
2.Ensure intangible savings in sectors such as Health, Environment, etc.,
3.Bring Innovation and support Technology Transfer.
4.Boost Local market for healthy competitiveness.
5.Create job and wealth
6.Reduce environmental pollution and degradation.
7.Improve Social inclusions and provide better condition of service to employees especially government employees.
The SPP project will also help in the following direction to ensure SCP :-
a.Trigger sustainable competitiveness in the private sector in both the domestic and international trade.
b.Indicate a stable investment environment for Foreign Direct Investment (FDI) in Ghana's economy.
c.Ensure value for money for better consumption not only on purchase prices but across the entire life cycle of products/services/works
It is a strong hope of the Ghana's Public Procurement Authority that the Sustainable Public Procurement project is a unique opportunity to promote economic, environmental and social development for the citizenry.
The PPA began the execution of the SPP project by using the triangular plan of the Marrackesh TaskForce.Hence, the following have been performed:
1.The conduction of the Status Assessment of the Country.
2.The Legal Review and the Market Readiness Analysis conducted.
3.The draft SPP Policy formulated.
4.Countrywide awareness and educational training among procurement practitioners and heads of public entities conducted.
5. The entrenchment of SPP clause(s) in the Public Procurement Laws of Ghana, Act 914 or Act 663 as amended, passed by Ghana's Parliament in the year 2016 due to the SPP project.
The following activities are yet to be executed:-
1.The submission of the draft SPP Policy. to Cabinet for approval.
2.The training of trainers workshop for the Private Sector sustainable procurement and the widespread training of sustainable procurement to the private sector.
3.The pilot implementation of the SPP project on some selected Entities in three Regions in Ghana, namely, the Greater Accra, the Volta, and the Ashanti Regions, as agreed with the World Bank and the Swiss Government. The Western Region can be added to the Pilot Entities should there be availability of Resources.
4.After the pilot implementation project there will be infectious implementation to all sectors across the Country.
Presently, procurement practitioners and heads of Public Organisations are using the innovative SPP concept of acquisition in their buying processes.
The initiative is geared towards the achievements of the following:-
a.Contribution to pursue poverty reduction, reduce hanger and accelerate the achievement of the Sustainable Development Goals 12.
b.Creation of jobs to improve Gross Domestic Products (GDP).
c.Provide an incentive for the private sector to invest, innovate and produce sustainable goods, services and works.
d.Showcase government leadership on SCP to “Walk the Talk” on Sustainable Development. There is the need to draw up a new stakeholder mapping to include the needed resources such as technical, managerial,etc..Then the necessary stakeholders will be communicated to and from by the implementing agency which is the Ghana's Public Procurement Authority.
