Sustainable Consumption and Production Curriculum in Tertiary Education , Lao PDR

One of the greatest development challenges the country faces is how to convert potential financial wealth from natural resource investment projects into sustainable human development outcomes. The development of Sustainable Consumption and Production Curriculum in Tertiary Education in Lao PDR and its associated activities benefited from the generous financial support from United Nations Development Accounts (UNDA) and contributed to the 10-year framework of programmes on sustainable consumption and production patterns (10YFP).
To provide a series of targeted short continuing education courses with general content as well as content tailored to specific sectoral needs, organised under a single curriculum. The development of national curricula on SCP will allow the Government of Lao PDR to communicate better the benefits of Sustainable Consumption and Production (SCP) for the public and private sector and empower young professionals with skills needed to apply SCP concepts in public sectors and on business development. 1. The inception workshop was organised to finalise the cooperation agreement. This inception workshop engaged in deliberations on how to advance the development, integration, and implementation of SCP policies to encourage the more efficient use of natural resources. It also to identify the way forward for the implementation of SCP strategies based on national priorities, opportunities, and challenges 2. National roundtable on SCP in Lao PDR which covered themes: existing tools and mechanisms for informing policies and policy monitoring, identification of priority sectors and institutional mechanism to support SCP in Lao PDR, Recommendation on how to mainstream SCP into national and macro-level policy making, Relevance of SCP to other SDGs, ensure inclusive and equitable quality education and promoting lifeline learning opportunities for all & role of SCP curricula in tertiary level education 3. Scoping study on Sustainable Consumption and Production in Lao PDR developed by TERI University to explore potential sectors in depth. 4. Development of National SCP Curriculum in Lao PDR context facilitated by TERI University 5.Technical assistance/ training/ training for trainers was provided in two areas: SCP tertiary curricula and SCP indicators by TERI University to National University of Laos academic staffs and Ministry of Natural Resources and Environment staff. 1. Scoping study on Sustainable Consumption and Production (SCP). The report provided insights into potential areas for action in building and construction (better waste management), industry (implementation of Environmental Impact Assessment (EIA)/ Sustainability Impact Assessment (SIA), Tourism (standards for sustainability indicators, tourism taxes), mobility and transport (ban of import of old vehicles, investment in Bus Rapid Transit), and food and agriculture (microfinancing, agriculture subsidies, and incentive systems) 2. National Sustainable Consumption and Production (SCP) Curriculum for Tertiary Education 3. Training for trainers for academics officials (National Univerisity of Laos) and technical staff (Ministry of Natural Resources and Environmental) The curricula is the first kind in Lao PDR, and aims to impart knowledge on SCP concepts, significance, and advancements within Lao PDR and wider South East Asia region in order to create a pool of better informed sustainability professionals; equip young graduates from National University of Laos with knowledge of demand and supply side challenges and opportunities relating to SCP; disseminate information to the young professionals on the key priority sectors having policy gaps and that require urgent need for mainstreaming SCP. The project is successfully completed.
