SPP Regions - regional networks for sustainable procurement

SPP Regions is promoting the creation and expansion of 7 European regional networks of municipalities working together on sustainable public procurement (SPP) and public procurement of innovation (PPI). Tenders developed by the networks involved in the project will achieve 54.3 GWH/year primary energy savings and trigger 45 GWh/year renewable energy. The focus of these tenders will be on: • Energy use in public buildings • Vehicles and transport • Food and catering services
Eco-innovative tenders All 7 regional networks are currently working to draft a total of 42 eco-innovative tenders - 6 per region - focused on: energy savings in public buildings; vehicles and transport; and food and catering. The goal is to achieve 54.3 GWh/year primary savings and to trigger a total of 45 GWh/year renewable energy Eight new sustainable public procurement networks have joined the SPP Regions project, committing to sustainability, working together at developing regional supply bases, increasing public sector’s influence on market engagement activities and using joint procurement to benefit from economies of scale. The new networks cover and include the Piedmont and Salento Regions (Italy); some Italian metropolitan cities, such as Milan, Bologna, Roma and Catania; Catalonia, Andalusia and the Balearic Islands (Spain); Helsinki Metropolitan Area (Finland) and the City of London (UK). The project has released a series of five 'how-to' videos for public procurers. The videos have been produced by SPP Regions project partners Bristol City Council and the University of the West of England (UK) and feature Christine Storry, Project Manager of the PIPEN project. The series of 8-12 minute videos cover Circular Procurement, Sustainable Procurement, Life Cycle Costing, the use of labels in SPP and Market Engagement. Each video sets out what is meant by the concept and explores how public procurers can integrate it into their tender processes, specifications and broader purchasing policy. The project has published 3 Best Practice Reports on Performance / Output Based Specifications, Circular Procurement, and Market Engagement. It has also released a State of the Art Report on life cycle costing (LCC) and a collection of case studies on Circular Procurement. 15 eco-innovative tender models have already been produced out of a total of 42 by the end of the project. The environmental impact and benefits of each tender are calculated by comparing the emissions and consumption of either a previous tender or a ‘standard’ solution on the market, with those of the eco-innovative tenders implementing by the SPP Regions networks. So far, savings of 1,381.1 GWh / yr of electricity and 381,441tonnes CO2 / yr have been saved in tenders carried out within the project.
