Off-line training course "Enhancing the efficiency of public procurement in Ukraine"
The goal of the project is to inform municipal energy managers on their role as consumers in procurement process, possibilities to purchase goods and services with lower impacts on the environment.
To this aim, our experts developed a set of technical and qualitative criteria for the specified categories of goods and services, and conducted a training course for the use of these criteria in public procurement for 25 energy managers who represented different municipalities of Ukraine.
- Make participants understand their role as consumers in public procurement;
- Raise awareness to use their purchasing power to choose goods and services with lower impacts on the environment;
- Provide knowledge of available offers of energy efficiency goods and services for state offices, institutions, enterprises;
- Provide knowledge of technical and qualitative criteria for the specific categories of goods and services;
- Give practical experience to perform procurements using technical and qualitative criteria.
1) Experts developed a set of technical and qualitative criteria for the following categories of goods:
- Lighting;
- Heating systems;
- Household appliances (refrigerators, freezers, washing machines, dishwashers, electric ovens);
- Road repair;
- Repair and construction work;
- Computers and office equipment;
- Cable products.
2) Project team elaborated the training course on the topic “Enhancing the efficiency of public procurement” consisting of the theoretical part (an overview of technical and qualitative criteria in public procurement with emphasis on energy efficiency criteria), and a practical workshop (performing a pilot procurement by participants applying the mentioned criteria to the subject matter of the procurement).
3) Trainers conducted two one-day training courses “Enhancing the efficiency of public procurement” for up to 25 participants - representatives of municipalities.
4) Mentors supported one municipality to perform pilot procurement using the developed set of technical and qualitative criteria.
