Off-line training course "Enhancing the efficiency of public procurement in Ukraine"

- Make participants understand their role as consumers in public procurement; - Raise awareness to use their purchasing power to choose goods and services with lower impacts on the environment; - Provide knowledge of available offers of energy efficiency goods and services for state offices, institutions, enterprises; - Provide knowledge of technical and qualitative criteria for the specific categories of goods and services; - Give practical experience to perform procurements using technical and qualitative criteria. 1) Experts developed a set of technical and qualitative criteria for the following categories of goods: - Lighting; - Heating systems; - Household appliances (refrigerators, freezers, washing machines, dishwashers, electric ovens); - Road repair; - Repair and construction work; - Computers and office equipment; - Cable products. 2) Project team elaborated the training course on the topic “Enhancing the efficiency of public procurement” consisting of the theoretical part (an overview of technical and qualitative criteria in public procurement with emphasis on energy efficiency criteria), and a practical workshop (performing a pilot procurement by participants applying the mentioned criteria to the subject matter of the procurement). 3) Trainers conducted two one-day training courses “Enhancing the efficiency of public procurement” for up to 25 participants - representatives of municipalities. 4) Mentors supported one municipality to perform pilot procurement using the developed set of technical and qualitative criteria.
