Hållbarhetskollen - a Swedish service for social sustainability monitoring

SKL Kommentus Central Purchasing Body provides audit services to local Swedish authorities to monitor compliance with ethical and social requirements in public procurement through the service “Hållbarhetskollen”. The aim is to ensure that procured goods and services are produced according to sustainable and responsible standards. The audits are conducted throughout the supply chain. Hållbarhetskollen carries out the planning of follow-up actions, the selection of auditors, the publication of audit reports and ensures that appropriate corrective actions are performed by the suppliers.
To support local authorities to monitor the social criteria that are commonly used in public procurement in Sweden, it is of vital importance to monitor the adoption of the ILO core conventions, UN human rights etc. and assure compliance during the contract period. As many local authorities don’t have the resources or the competence to do so, SKL Kommentus Inköpscentral has provided its support to Swedish local authorities since 2011. The main objective is to help them to check compliance with social criteria and hence secure that procured goods have a sustainable background. Hållbarhetskollen follow up approx. 30 suppliers annually. It includes both office audits and on-site audits in manufacturing plants all over the world. Hållbarhetskollen carries out the planning of follow-up actions, the selection of auditors, the publication of audit reports and ensures that appropriate corrective actions are performed by the suppliers. From 2018 onwards, audits will be published on a web portal, where local authorities can access and review how corrective actions have been handled. Through audits, Hållbarhetskollen ensures that suppliers are compliant with the social requirements which are applicable in public procurement regulations in Sweden. By ensuring that shortfalls are addressed, Hållbarhetskollen contributes to improving the status and working conditions of those who work to produce the goods that the public sector procures.
