Revision of the Multi-annual National Strategy Plan on Aquaculture of Hungary (2021-2030)

The revised strategy sets the development targets of the Hungarian aquaculture sector for the 2021-2030 period, with a strong focus on the sector’s sustainability and competitiveness. The main goals of the revised Multi-annual National Strategy Plan on Aquaculture of Hungary (NAS) are the following:

  • Economically and environmentally sustainable expansion of production capacities, introduction of new species into aquaculture, marketable also on European markets, introduction of new production technologies for the improvement of fish product supply;
  • Broadening the fish product range by developing the processing and distribution;
  • Increasing the demand for fish products through targeted promotion;
  • Improving the traceability and food safety of fish products;
  • Supporting climate- and environment-friendly fisheries practices, increasing the share of circular-economy-based practices within production systems, maintaining and improving the biodiversity of aquatic ecosystems, recognition and support of ecosystem services;
  • Improving the social recognition of Hungarian aquaculture.

The revised Multiannual National Strategic Plan on Aquaculture of Hungary follows the structure of the revised Strategic guidelines for the sustainable development of EU aquaculture and contributes to the attainment of the objectives of the relevant European strategic documents (in particular, the European Green Deal, Farm to Fork Strategy and Biodiversity Strategy). In line with the Strategic guidelines for the sustainable development of EU aquaculture, it plans interventions and sets targets in a number of strategic areas, including access to space and water, regulatory and administrative framework, animal health and public health, climate change adaptation and mitigation, producer and market organisations, control, diversification and adding value, environmental performance, animal welfare, communicating on EU aquaculture, integration in local communities, data and monitoring, as well as increasing knowledge and innovation. Based on the evaluation of the status and needs in these areas, the planned interventions are organized along four main intervention areas:

  • (a) Measures to improve the profitability and competitiveness of aquaculture;
  • (b) Measures to increase the demand for fish products;
  • (c) Environmental services; and
  • (d) Improvement of the legal and administrative framework of aquaculture.

Within these intervention areas, the planned measures include

  • increasing sustainable pond production through supporting of the construction and restoration, capacity development and modernization of fish ponds;
  • increasing intensive fish production units and fish processing plants through supporting the construction and upgrading of recirculating aquaculture systems; 
  • supporting environmental investments in environmentally friendly solutions in aquaculture and fish processing;
  • supporting innovation and technology development in aquaculture and fish processing (effluent treatment, renewable energy etc.);
  • supporting the provision of ecosystem services by aquaculture ponds practices;
  • promoting the processing of locally sourced fish;
  • supporting extension and extracurricurricular training;
  • promotion of fish consumption and sustainable aquaculture;
  • improving traceability and food safety;
  • promotion activities for the improvement of the public perception of aquaculture;
  • supporting of the establishment of producer organisations;
  • supporting the preservation of natural values on fish ponds;
  • supporting sustainable fisheries management in natural waters;
  • supporting data collection and fisheries control; and
  • improvement of the legal framework and administrative simplification.
