National Resource Efficiency Policy, 2019 (Draft)

The National Resource Efficiency Policy (NREP), 2019 seeks to create a facilitative and regulatory environment to mainstream resource efficiency across all sectors by fostering cross-sectoral collaborations, development of policy instruments, action plans and efficient implementation and monitoring frameworks. NREP, 2019 is guided by the principles of (i) reduction in primary resource consumption to 'sustainable' levels, in keeping with achieving the Sustainable Development Goals and staying within the planetary boundaries, (ii) creation of higher value with less material through resource efficient and circular approaches, (iii) waste minimization, (iv) material security, and (v) creation of employment opportunities and business models beneficial to the cause of environment protection and restoration.
NREP, 2019 aims to implement resource efficiency across all resources including both biotic and abiotic resources, sectors and life cycle stages. Resource efficiency brings about multiple benefits along the three dimensions of sustainable development - economic, social and environmental. It has enormous potential for cost savings from reduced material use, reduction in social conflicts due to mining, increased job opportunities, reduction in climate change and environmental degradation and support shift towards Sustainable Consumption and production patterns.
