National Action Plan on Sustainable Consumption and Production in Pakistan

Pakistan is one of the countries participating in the UN Environment managed SWITCH - Asia Regional Policy Support Component (SWITCH - ARSCP). Within this framework, Pakistan has shown great potential and considerable interest in advancing further SCP. Pakistan has showcased the great potential of adopting SCP practices and mainstreaming SCP into national policies and plans. A National Action Plan on SCP has been identified as a complementary activity to strengthen SCP mainstreaming in the country. The activities were possible with the generous additional financial support from United Nations Development Accounts (UNDA). The development of National Action Plan on Sustainable Consumption and Production and its associated activities benefited as well from the generous financial support from United Nations Development Accounts (UNDA) and contributed to the 10-year framework of programmes on sustainable consumption and production patterns (10YFP)
1. Strengthen Pakistan's policy capacity on sustainable consumption and production (SCP) 2. Integrating sustainability into sectoral policies 3. To shift the policy development approach from "preventive nature" to "holistic and fully integrated into sector policies" 4. To strengthen the coordination within Pakistan's structure for environmental governance, with authorities and responsibilities between federal and provincial levels. 5. Development of National Action Plan on SCP to provide the necessary framework for coordination and integrated implementation of SCP. 1. Country consultation (roundtable discussion) to determine the timeline and scope of activities around four themes: sustainable development policy frameworks, existing initiatives on SCP in Asia Pacific Region and Pakistan, the role of quality and innovation in achieving SCP and formulation of National Action Plan on SCP. The meeting was attended by representative from various ministries, industry organisations, academia and the provinces to discuss Pakistan's priorities on SCP. The meeting was organised by Ministry of Climate Change Government of Pakistan, Islamabad and in collaboration with United Nations Environment Program - Regional Office for Asia and the Pacific and European Union - SWITCH Asia Programme. 2. Consultation with provincial government officials in 6 provinces: Punjab, Sindh, Gilgit Baltisan, AJK, and KPK. The national and province level partners were invited to develop proposals in line with SCP priorities, of which buildings and tertiary education were selected. 3. High Level Political Event to validate and launch officially SCP National Action Plan In parallel four policies to mainstream and implement Sustainable Consumption and Production were launched in Pakistan: National Action plan on Sustainable Consumption and Production, Revised National Sustainable Development Strategy, Green Building Code Guideline, and Tertiary Curriculum for Sustainable Consumption and Production. During the mainstreaming process, we carried out province level consultations, which led to 6 draft Province Level Action Plans on Sustainable Consumption and Production. As Pakistan is the 6th largest country in the world, each province is larger than most countries (e.g Punjab has 80 million people). We are welcoming opportunities for support and collaboration to develop these six draft further.
