Memorandum Circular No. 02, Series of 2019: Parameters for Review of Climate Change Adaptation and Disaster Risk Reduction (CCA-DRR) in Comprehensive Land Use Plans (CLUPs)
Pursuant to RA No. 9729 (Climate Change Act, as amended by RA 10174) and RA No. 10121 (Disaster Risk Reduction and Management Act), the MC No. 02, Series of 2019: Parameters for Review of CCA-DRR in CLUPs was issued to require LGUs of HUCs, ICCs, and CCMs to mainstream CCA-DRR in the CLUPs. This covers the identification of the exposures and vulnerabilities of the cities and municipalities to hazards, including population, critical point facilities, lifeline facilities, resource-based production areas, and urban use areas.
These support sustainable consumption and production through the integration of risk assessment in the CLUPs. With the risk assessment, the LGUs are required to assess and plan for the potential climate impacts and hazards that may affect the cities and municipalities. The result of the risk assessment determines the levels of risks which will be the basis of the LGUs in the identification of land uses and mitigating strategies.
One of the elements which will be subject to assessment is the natural resource-based production areas. The strategies may include the enhancement of irrigation systems, rehabilitation of lands, and sustainable production techniques, such as the selection of high value crops and/or seasonal crops for food security. From this approach, the LGUs ensures the sustainable use of the production lands, access to livelihood opportunities, and strengthen the resilience of the cities and municipalities.
