Green Public Procurement Action Plan of Lao PDR 2022-2025, vsion 2030

Sustainable Consumption and Production or SCP is one of the sustainable development goals (SDG 12) aims to assure the responsible consumption of natural resource in a sustainable concept which divides into 2 categories: Consumption and utilization of natural resources in manufacturing whereby Ministry of Natural Resource and Environment as a National Focal Point for SCP has established and officially implementing the Sustainable Consumption and Production Roadmap.

One of the main challenges encourages Lao PDR to successfully become a country that consumes and produces green products and services is to boost the participatory approaches via public procurement due to the high potential ratio of public procurement especially if the government agencies become the leader implementing green and environmental friendly products and services procurement, the demand of environmental friendly products and services would be increased and it would nationwide generates opportunities for the green producer and green service providers.

Green Public Procurement is a public procurement approach of the government to eco-friendly products and services aims to let the government to be the core support and participate in the consumption of eco-friendly goods, products, and services, promote eco-friendly good production, products and services in the market. To amplify Article 4, Section 3 of the Public Procurement Law to line up with the green and sustainable direction and in accordance with the relevant plan, especially the amendment of relevant legislations and readiness preparation of other relevant components. Ministry of Natural Resource and Environment as a National Focal Point for Sustainable Consumption and Production supported by Ministry of Finance, Ministry of Industry and Commerce and relevant sectors recognized the importance of developing Green Public Procurement Action Plan of Lao PDR 2022-2025, vision 2030 in order to identify the overall goals, strategies, implementations, targets and related indicators, assigning responsibilities unitedly and supporting each other within the relevant agencies and define the monitoring, evaluation and systematically reporting mechanism to ensure the implementation of green public procurement together with the sustainable consumption and production in the country systematically, practically, effectively, efficiently and oriented with relevant law and regulation.
