Emission reduction obligation
The emission reduction obligation, implemented in 2018, establishes an obligation on petrol and diesel suppliers to reduce life-cycle carbon dioxide emissions, by gradually increasing blending with sustainable biofuels. The reduction is calculated per year on the basis that the biofuels that are mixed in will reduce the fossil emissions of greenhouse gases compared with if the entire product had been completely fossil.
The reduction obligation scheme makes an important contribution to the phasing out of fossil fuels in road transport. In 2021 it was decided that the reduction levels within the reduction obligation scheme would gradually increase up to levels of 28 % for petrol and 66 % for diesel in 2030 (Govt. Bill 2020/21:180). The aim of the reduction obligation is to create better conditions for phasing out fossil fuels through an increased share of biofuels low greenhouse gas emissions in a life cycle perspective. The obligation to reduce entails an obligation to reduce fossil emissions greenhouse gases. The obligation to gradually phasing out fossil fuels and gradual phasing in renewables creates long-term rules for production. The long-term perspective is important in order to create prerequisites for investment in the production of sustainable biofuels to take place. The reduction obligation has potential to reduce greenhouse gas emissions from the transport sector and work machines, which account to almost 40 percent of Sweden's total greenhouse gas emissions.
