Action plan for a public procurement that contributes to the transition to a circular economy and a fossil-free society
The actions that the Swedish National Public Procurement Agency sets in the action plan contribute to fulfilling Sweden's climate goal of a fossil-free society in 2045, several Swedish environmental quality goals and the national strategy for circular economy. The actions will also contribute to meet most of the environmental, social and socioeconomic goals in Agenda 2030. The actions include the development of sustainable procurement criteria and other that will support procuring organizations to make public procurements that contribute to a circular economy.
The Swedish National Public Procurement Agency has been tasked by the government to strengthen and develop public procurement so that it increasingly contributes to the transition to a circular economy and fossil-free society. Thus, public procurement can contribute to the climate transition by meeting needs to an increased extent with non-toxic, fossil-free, and circular solutions in accordance with the climate policy action plan and the strategy for circular economy.
The work with the implementation of the action plan aims to increase the knowledge of procuring organizations and their suppliers about how public procurement and strategic purchasing work can contribute to increasing the pace of the transition to a circular economy and fossil-free society. It will also increase the ability of procuring organizations to carry out procurements that take advantage of and promote new solutions and enable circular business models. It also aims to increase the share of circular business models and circular business solutions in public procurement.
Within the scope of the assignment, the National Public Procurement Agency has identified 20 actions which are sorted into five focus areas. These five focus areas correspond to the assignment's description and are judged to be the areas that can produce the most effect and best contribute to the national goals and strategies identified in the assignment. They also reflect the analysis of the environment and the National Public Procurement Agency’s area of expertise.

The actions include the development of sustainable procurement criteria and other guidance within the above-mentioned focus areas. The guidance will support procuring organizations to make public procurements that contribute to a circular economy.
In several areas, there is a need for in-depth knowledge and analysis of how public affairs can promote the transition to a greater degree, which will be addressed within the focus areas. Furthermore, an important starting point in the work is to analyze effective ways to promote the spread of knowledge and experience between the actors involved and to achieve synergy effects with other ongoing relevant initiatives, both nationally and internationally.
