ZEBRA2020

The EU's Energy Performance of Buildings Directive (EPBD) makes nearly Zero-Energy Buildings (nZEBs) a standard by 2020. The technology is already available and proven; however, the large-scale uptake of nZEB construction and renovation will be a big challenge for all market actors and stakeholders involved. There is a substantial gap in reliable data on current market activities, which makes it difficult for policy makers to evaluate the success of their policies and measures. Therefore, the EU-funded project ZEBRA2020 will monitor the market uptake of nearly Zero-Energy Buildings (nZEBs) across Europe and thereby generate data and evidence for policy evaluation and optimisation. This project will also provide a strategy to boost the market uptake of nZEBs. More information on the project's website: http://zebra2020.eu/
The project's objectives are the following: - Monitor the nZEB market activities in target countries and across the EU; - Provide a user-friendly and easy-to-communicate presentation of the nZEB market tracking data and indicators; - Involve and assist policy-makers to develop an nZEB strategy and recommendations to accelerate the market transition until 2020 and beyond; - Prepare the continuation of nZEB market tracking beyond the project duration; - Ensure an effective and comprehensive communication with policy-makers and other stakeholders. To achieve these objectives, the main results of ZEBRA2020 will consist of two parts: - Detailed information and assessment regarding the current state of transition to a nZEB building stock and - A strategy for an nZEB market transition up to 2020 and beyond. The main activities are: - Monitor the nZEB market transition - Involve and assist decision-makers to develop an nZEB strategy and provide recommendations - Prepare a continuation of the nZEB market-tracking beyond the project duration These activities have the potential to significantly improve the data basis and information level of nZEB activities in Europe. This can provide the ground for much deeper nZEB strategies and policy packages implemented at European, national and regional levels. The expected results of this project are: - Scenarios for market transition to nZEB and a nZEB strategy up to 2020 and beyond - Data allowing tracking the transition to nZEB for selected MS - Cross country comparison of barriers, drivers and best practice especially on the economic aspects - Recommendations to accelerate the nZEB market transition - A nZEB market-tracker including detailed nZEB databases These results will be highly relevant not only to policy makers at the EU and Member State levels, but also to a broader range of market actors within the construction value chain. The results will reinforce the investors' confidence in the market transition and in the long-term perspective of nZEB targets. Reliable data and market information will strongly improve the credibility of long-term nZEB targets, the pathways to these targets and required change in the construction and refurbishment activities.
