The overall objective is to integrate human rights throughout the procurement processes of national procurement agencies in the Americas. It is to place human rights as a primary concern in procurement and provide the agency staff with the tools and opportunities to include them at all stages of procurement. This will be achieved through guidance documents and through training.
Mapping what exists in on public procurement and human rights in the Americas; Making the case for public procurement and human rights; A potential project looking at an economic case for human rights and public procurement; A pilot project to develop practical case study examples, and resulting guidance and policy suggestions; Two outcome documents; 1) A document at the start of Year Two detailing the baseline and making the case for public procurement and human rights, 2) A document at the end of Year Three including the first document but adding in the pilot project experience, case studies, good practices, and lessons learnt, and finally guidance and policy suggestions resulting from the learnings A project proposal is currently being drawn up to then take to find funding. The following activities are expected: • Assessment of the regional situation of sustainable procurement • Making an effective case for public procurement and responsible business conduct as a means of obtaining best “value for money” • Awareness- and capacity-building in the member countries • Pilot project on incorporating responsible conduct and human rights criteria in the government procurement lifecycle • Documentation and dissemination of the experience The following results are expected: • Evidence of the importance and added value of responsible business conduct in public procurement • The proposed processes and measures adopted with a view to sustainability and human rights in the government procurement lifecycle • More public tenders and procurement processes that incorporate responsible business conduct and respect for human rights criteria • Capacities built among national procurement agencies and public procurers • Market and business capacities built for response to procurement requirements with responsible business considerations.
