This project supports the institutionalisation and implementation of green public procurement and eco-labelling of ASEAN countries through policy consultation and technical support tailored to the needs of partner countries. Objectives

The project supports the institutionalisation and implementation of green public procurement and eco-labelling of ASEAN countries through policy consultation and technical support from April 2017 to June 2019.

The project initially supports two partner countries(Thailand, Viet Nam) in the ASEAN region from 2017 to 2018. The outcomes and lessons learnt will be disseminated to other countries in the region with a possible follow-up project covering additional countries for direct GPPEL support.

Activities

The following activities have been conducted in 2017:
• Preliminary survey of current status of green public procurement and eco-labelling and identification of capacity building needs of developing countries in the ASEAN region
• Preliminary study for in-depth assessment of GPPEL status of four countries (Malaysia, Thailand, Indonesia and Viet Nam) and identification of key priority GPP sectors of the respective countries
• Development of action plan for GPP policy consultation for two countries

The following activities are expected for 2018:
• Thailand
- Assist the establishment and revision of GPP criteria
- Recommendations on the incentive mechanisms for GPP
- Share the knowledge and experiences of GPP in priority sectors
- Awareness-raising and public outreach focusing on the construction and building materials

• Viet Nam
- Propose revision or modification of the legal framework for strengthening GPP
- Assist the establishment and revision of GPP criteria
- Develop guidelines for GPP pilot implementation
- Pilot GPP implementation in Ministries or agencies (tentative)
- Assist the capacity-building and awareness-raising for GPP implementation

The following activity is expected for 2019:
• Dissemination of the outcomes and lessons learned

Impact and Results

It is expected this project will increase capacity and strengthen an enabling environment in partner countries to stimulate markets for green products and services.
