Government spending accounts up to 15% of a country's gross domestic product. Such amount can greatly influence the consumption and production trends and increase the demand for green products. The project aims to pilot test the integration of sustainable consumption and production (SCP) initiatives into the local governance of Quezon City. This project is a 10YFP Trust Fund Project.

Objectives

The project aims to establish and implement a comprehensive Green Public Procurement (GPP) program for Quezon City Local Government that will present and demonstrate a Local Government Unit (LGU) model to promote Sustainable Consumption and Production (SCP) in the country. The project is be divided into three major components:
1. GPP institutionalization: Setting up the framework of the project within the operations of the Quezon city procurement activities.
2. Technical assistance: Product selection process and capacity building activities of GPP stakeholders.
3. GPP Implementation: GPP procedures from planning to operation, promotion and evaluation.

Activities

A memorandum of understanding has already been signed to ensure the commitment of the project partner. In a addition, a whole day discussion meeting set to orient project implementers on the project details, defining roles, gathering their inputs for the effective project implementation and delivery has been organized. This is further complemented with advance course trainings with the project implementers and an additional training for key personnels.

Currently, the project is on its way to develop a coherent policy framework, guidelines, and procedures. There has already been a basis for the identification of selected product categories which will be used for the development of technical specifications. As a means to build the competence of implementers, the conduct of capacity-building sessions is on-going. A strategic and action planning workshop is also being processed to establish baseline targets.

For 2018, the project aims to finalize the policy framework, guidelines and procedures. There will also be an information, education and communication (IEC) campaign to maximize the reach of the project to other stakeholders.


Impact and Results

By the end of the project the following results will be reached:
-Draft GPP policy framework comprising GPP guidelines, procedures, tools and plans
-lncreased knowledge and skills on GPP concepts, principles, tools and mechanisrns
-lmproved number of green products and green suppliers
-Supply chain compliance to GPP requirements and product specifications
-lncreased energy and resource savings and GHG emission
-Promoted GPP and SCP within Quezon City and other stakeholders in the country
